Waivers
If an item or similar item is available from the VDC, a state agency shall not use its local purchasing authority to purchase the item from another source without a written waiver from the VDC (APSPM 2.1.e.).
Waiver approval or denial is at the sole discretion of the VDC. Waiver requests are generally processed within one business day.
No waiver shall be approved on the basis of any specific brand name, nor purchase from any specific vendor.
The VDC does not authorize waivers retroactively.
Before requesting a waiver, please review the information in the expanding sections below and the standing waivers. If you determine that you need to request a waiver, please use the VDC Waiver Form.
Colors other than VDC stock colors can be ordered and shipped to the customer. These special orders require a minimum purchase of 24 gallons in 4/1-gallon cases (6 cases) or 25 gallons in the 5-gallon pails (5 pails). This includes specialty paints, such as Direct to Metal (DTM), epoxies, and odor free water-based paints. Please contact our Customer Service Team at 804-328-3232 ext.0 or VDCCustomerCare@dgs.virginia.gov to place a special order for any paint color not listed in the VDC Catalog.
These can be obtained directly from the VDC contracted vendor for architectural paints (currently Sherwin Williams) with a VDC approval. The contractor will supply the paint at a substantial discount from the regular list price. Individual pricing varies by color formulation and finish. Please email VDCCustomerCare@dgs.virginia.gov for authorization requests.
Sundry items not distributed directly by the VDC can be obtained directly from the VDC contracted vendor for Architectural Paints (currently Sherwin Williams) at a substantial discount from the regular list price. Please email VDCCustomerCare@dgs.virginia.gov for authorization requests.
The VDC distributes bottled water both by the pallet (item 912340) and by the individual case (item 912335). For pallet quantities, shipping restrictions apply. Pallets will only ship when accompanied by an order sufficient to cover the cost of shipping. Please contact the VDCCustomercare@dgs.virginia.gov for details. The VDC does not ship individual cases of water. Individual cases must be picked up at the Distribution Center.

VDC authorizes a one-time waiver for the purchase of any item not shipped. Please see the statement at the bottom of the order invoice. You do not need to request an additional written waiver in this instance.
Please click here for a waiver for any batteries of any type other than alkaline, non-rechargeable AA, AAA, C, D and 9-volt sizes. This includes auto batteries, coin/button batteries, rechargeable, Li-Ion/Po, NiCAD, 6/9/12 volt batteries, AED batteries, golf cart or machinery batteries, etc.

- Automotive parts and supplies, including deicer spray, windshield wash, car wash, oils and other fluids.
- Tape of any kind other than painter’s tape.
- Pesticides of any kind.
- “Feather” flags, or any type of flag other than the U.S., VA, or POW/MIA flag.
- Floor scrubbing machinery/equipment. We do carry an array of buffing, burnishing, and scrubbing pads for this machinery that are not included in this waiver.
- Vacuum cleaners or vacuum cleaner bags.
- Deep fryer cleaner.
- Microfiber products.
- Computer monitor wipes.
- Welding goggles and helmets.
- “Simple green” style cleaner.
- Kitchen type (drawstring) trash bags.
- Craft paint brushes.
- Spray paints, acrylic (craft) paints.
- Automotive paints and body shop supplies.
- Degreasers for mechanical and HVAC applications.
- Acetone.
- Individual first aid kits or components (i.e., band aids, gauze pads, etc.).
- Surgical rated type or pleated face masks with ear loops.
- OTC medications (aspirin, ibuprofen, etc.).
- Odor counteractants, deodorizers, or air fresheners.
- Storage boxes for general-purpose use, excluding records storage at the Library of Virginia (LVA).
- Document shredder bags.
- “Gift” bags or printed bags.
- Zipper-close storage bags (aka Ziplock bags).
- Fitted sheets, bedspreads, mattress covers, blankets, spill pads.
- Snack items (chips, pretzels, nuts, mints, sodas, etc.).
- Popcorn or popcorn bags.
- Glassware or stoneware of any kind.
- Cooking equipment (pots, pans, trays, serving utensils, steam table pans, etc.).
- Coffee pods, stir sticks, filters, straws.
- Fresh produce of any kind.
- Butter.
- Prepared baked goods of any kind.
- Personal hygiene products other than bar soaps.
